Robert Wilson 7b3e4202ba Add background polling for ticket detail refresh 
- New TicketDetailRefresher: polls every 30s while detail window is open, stops when closed
- Open_Existing_Ticket starts the refresher on window open
- Submit_Comment triggers immediate refresh after email send (3s delay for NinjaOne processing)
- GetLogs changed to internal so refresher can access it
